Earn Honor @20 outside of BG's?

Is there any way to earn honor outside of BGs at level 20 (or lower)? Vet/F2P/subbed xpoff, don't care.
I remember being able to get HK's out in the open world years, I can't remember if it gave honor.

Any form of PvP interaction awards honor, so yes you can still get it out in the world, it'd be slow as all fuck though. Arena skirms might give honor, I dont know for sure though, it's been a long time since I've queued skirms.
