If you just dinged 60 can't you test it yourself. Go turn off XP and check the queue times throughout the day.

or he could ask to establish if the bracket is even alive and worth pursing rather than spend all the time gearing up then sitting in que 24/7 to see if games ever pop.

No they really don't pop.... Not on US they sometimes pop right after server roll over at like 4 AM or when ever it it for you. Then its only 1 WSG 1 AB 1 EoTS and it tries for AV and fails. Ques are dead for the rest of the day. Not even sure if those go anymore. Only times they will pop for sure is when people schedule games.
