Dark Edge of Insanity - proc nerf?!?!!

Hi. I have a 60 ret paladin twink. Haven't been playing him for a while, jumped into a BG the other day, had my mouse over my weapon and saw the proc text was red (as in it is not active). Has anyone else using this weapon noticed this change? If so, how long has it been like this?

Note: It is not red outside BG's and Arena Skirmishes. Still works in PvE...

Regardless, it is far from a good option these days, and using it feels better than it performs. Head over to the Armoury list and have a gander and you will get the gist of the current meta.

This is Nothing new.. all the weps with such efects like this and THE armor penetrate weps Effects are none working in bgs

People were abusing legacy effects, and armor passives etc. at endgame when BFA hit. There are still various bugs that can be exploited through gear due to the "hidden scaling" in pvp atm.
