Probably not. Some quests are like that some arent. Why do you want 2 though?

Probably not worth, the damage from melee abilities scale off the main weapon, maybe better to use an offhand weapon with better stats since cudgel's actual stats are wanting

There is 0 reason to go for 2 of them. Even in most cases where there are off-hand specific abilities or procs etc., they are usually calculated from AP. The slow weapon only matters in main-hand.

You can get Mok/cudgel if you don’t mind losing some strength. I don’t see it being worth it in any scenario though.
