Cogwheels for Ghost Iron Dragonling

I managed to obtain a Ghost Iron Dragonling trinket off the AH, but wasn't sure if only engineers can insert the cogwheels after obtained from the vendor or if anyone could once obtained? I don't have any engineers to I figured I'd ask before investing further in the items to purchase them. thanks!

Need cata eng, it won't bind though so you can pay someone to help you.

My 20 has the dragon trinket with cogwheels but no engineering and he’s still getting stats from them....

You need 75 Cata to put them in yourself, but someone else with 75 Cata engi can put them into a BoE and trade it to you and you'll still gain the stats from the cogs without Cata engi.

You want the cogs you buy from the vendor, I believe. Not the ones you make yourself.

edit- i know you already mentioned that's the ones you're using, but it got kinda blurry after your post (for others).
