Can you send enchants to another character?

Can you mail an enchant to another character that does not have enchanting to apply it to rings and weapon? Or does your character need to have enchanting and do the enchants themself?

Planning to pay for 1 month and a realm transfer to get enchants mailed from another character.

Also besides Accords for rings, Force Multiplier for weapon, Soul Tread for boots, and frags on belt from engineering, what else can I get or is this pretty much it now?

With very few exceptions (e.g. BFA wrist enchants I think) which are flagged in the recipe book as Enchanter only, yes you can via Enchanting Vellum for a vast majority of the rest I believe.
