Can any1 confirm whether or not, the legion BOE epics can still be scaled down to drop for lower levels by tagging the mob in 9 level increments?

Some level 19 warrior talked about it like last year briefly. It was very cryptic, and I can't find the thread, but I thought it had something to do with having people all the way up to the required level like every 10 levels. So for it to scale to 19, you'd need a 29, 39, 49, 59, 69, 79, 89, 99.

I believe it was 9 level increments. 100, 91, 82, 73, 64, 55, 46, 37, 28, 19... stopping at whatever level you would like. I am interested in attempting this if any others are and have a character at a level range they can fill please let me know.
