Can I craft and wear Force Reactive Disk shield on a lv20 trial paladin?

I noticed it said requires lv60, wasn't sure if that was still true for retail live? And if it's equipable is it BiS?

Bought this, leveled to 25 to wear it, sucked (.5% dmg with half blue gear).

It's ilvl 29 and using it requires leveling out of F2P range. In general crafted gear has horrible ilvl compared to what you can get elsewhere, and should do something exceptional if you want it for more than mog.
