Bug: Focused Assault and Brutal Assault Do Not Exist

As many of you know in Burning Crusader the Focused Assault: +50% damage, max movement speed = 100% for Flag Carriers after both flags are held for 10 minutes was added making it much more possible to pin down an FC in a long drawn out game. After 15 minutes that became Brutal Assault: +100% damage, max movement = 100%.

This mechanic is not currently functioning.

Nobody wants this. I assumed they're waiting to add it in actual TBC, I doubt they'd forgotten, but then again at the start of Vanilla Classic EFC was visible in WSG.

Why would nobody want this? It only kicks in after there has been time for multiple flag recovery attempts.

I like it, it was there in BC, and I'd like to see it again. And more importantly we don't want Blizzard to go around making big changes based on what they "feel" is good anyway.
