BoE BfA farm

Hello i ran into probably a bot today, he was standing for hours and hours in front of a cave and kept killing 2 elites in tiragarde.

I stayed with him for a while and killed those elites and dropped BoE plate chest with socket.
BUT item level is 22, is there a way to make it drop at 28 or so ?

Kill it on a 24 or 25

Or if your level 20 u need to do it in Voldun or Drustvar i think it is The mobs themselves need to be level 24-25 for them to drop level appropriate gear it seems. so if u want req 19 items with sockets in BFA you need to go to the level 25+ zones.
