US Best server?

If by "best" you mean most populated and loaded with several twink guilds, then yes BH is the place to be. Take my guild for instance, prior to Legion launch we had 20+ active members on all day long.
You will notice, however, that most twink guilds are going to be inactive as the new expansion just released and many (as myself) are busy leveling/gearing their mains.

and my mains ready to raid I just do a few artifact dailys.
A basic twink is pretty easy and doesn't really need help. Grab heirlooms and fill out the rest of the slots with the proper armor type. The only important thing might be the weapon depending on what class, but all the weapons are pretty straightforward.
Then you can worry about upping your ilvl for 1-2 extra stam, armor, and your primary stat.

I stay on the most dead server if I were u. Fishing competition coming back and it base on server. Also the black market auction work better on dead server for less competition.

If the concern is winning the tournament for the fishing trinkets, even dead servers are merged so they are not "dead".
And they really won't make that much of a difference anyway even if you happen to win two of them.
It is best to bite the bullet and roll where everyone else is playing unless you like being alone.
