UPDATE I am exalted with therazane in the recent timewalking. This means I can do Intell/Haste enchant. AND I am able to purchase the BiS shoulder stamina/dodge and strength/crit for only 18g. So its on the house depending if I like you or you tip big.

+Rep Can Vouch did my shoulders today while he messed up the first two pairs the 3rd worked, after he messed up the first two pairs he offered they be done on the house, without any extra cost I continued to pay him the appropriate 20k for his help.

*This service is a Gamble of RNG and Luck, if you DO NOT HAVE A LOT OF GOLD I would not recommend this.

I would imagine so, the person doing the enchant has to have a high enough lvl to apply the enchant though.
