Are Certain Hunter Pet Buffs Available?

I was messsing with my old lv10 hunter and noticed my wolf was giving me the Furious Howl buff
I dismissed it and resummoned it, and the buff was still working.
Wowhead states I can only get it at lv20. I got a wind serpent to see if it would give whatever buff it had but no avail.

My question is if there are certain buffs available, or if my own pet ,for whatever, reason got it.

EDIT: after resummoning the wind serpent a few times i got the buff.

I'm asking whether or not they all work below lv20, unlike what Wowhead states, and if not, which ones do and don't.

for me all the hunter pets give a buff except one or two odd pets but the most important buff is bear for the stam boost
