Yo have a question surrounding apexis crystal is there a way for a level 20 to obtain them by farming mobs obviously with help from higher level?

The WoD one you would have to have access to WoD. Unless you are on a subbed account you would not have access.
The tBC version, you need someone to fly you up there.
