It’s on a pretty long timer and popular among twinks. I parked my toon at the waterfall where it spawns.

Yeah, 4 hour spawn, if I recall; & it gets clapped pretty quick.
Just gotta keep showing up & looking for it.
You can always try the other listed sources, too.

There're 4 different layers where you can farm that neck or, frankly, anything. It's regular time without warmode, regular time with warmode ON, chromie time without warmode and chromie time with warmode ON. Any chromie time would work, just remember that you can loot it once per day.
