What set did you test? As I mentioned, the information posted here is about the Mana-Etched Regalia which allows me to extrapolate to the other non-class specific sets.

Mana-Etched Regalia set bonus is working as intended. Here is proof

As you can see, the set bonus provides 29 (and +7 that comes with that specific hand slot, so it is a total of +36) critical rating. This results in me having a total of 91 critical rating across all my gear.

The set bonus is working, its even providing an extra +1 critical rating, probably just a rounding error. If you are referring to this specific set, please do not spread misinformation.

I guess my screenshots are somehow not clear for you. It is working, probably for everyone. However, instead of just coming here to say you are wrong (as is the norm for internet culture), I did some testing. It turns out that Critical Mass (Fire Mage critical multiplier) prevents the bonus from being applied. Feel free to submit a bug report.

just annoying to farm something for like 9 hours based off a forum post only for it to NOT work. Tell me how im crazy again
 
i can confirm that some set effects are valid .. it proc when i was attacking training dummies .. so unless you see it says legacy, if they are not grey out, they are working .. there are some with bugs like the cloth and leather crafted set that still requires lvl350 in that prof, as there are no more lvl350 in any profession now
 
Yes the only ones that guaranteed do not work are the ones that say: Legacy Set Bonus inactive.

All the other ones have a chance of working.
 
I know this is an old thread but I tested it on my 60 and the set bonus from the vanilla dungeon sets do indeed work! Equipped and unequipped the 4 pc Beaststalker and did indeed receive the +40 agi bonus.

After they shrunk the numbers the straight stats on these sets work, although iirc any procs do not
