Hi everyone, I just recently got the Sea Turtle and I can assure you it's possible as a F2P. Below I will share the steps I followed to aquire it.
I believe this is the fastest and safest way to go fish pools in Northrend without dying every 10 seconds.
1) Create a Pandaren hunter.
2) Level it to 10 and spec in Beast Mastery while in the Wandering Isle (if you fail to do that you'll have to reroll, as I think there are no trainers there.
3) Tame a Water Pincer (at level 20 it gets Surface Trot, which allows you to walk, mount and fish across water. This will keep you alive.).
3.1) Since you're already there you can tame a Guardian of the Elders, as it's the only Quillen pet available for F2P, and only Pandaren can get it.
4) Choose the Horde as your faction (you can do it as Alliance too, but I believe Horde is faster).
5) Train Fishing.
6) Level to 20.
7) Take the zeppelin from Orgrimmar to Warsong Hold, in Northrend.
8) Fly fron Warsong Hold to Vengeance Landing.
9) Activate Water Trot (it's not a permanent Aura, it lasts 10 minutes and you have to cast it manually).
10) Activate all your tracking skills (just in case).
11) Start going south until you reach a glacier zone (I have it marked in the map below).
12) At the glacier zone there shouldn't be any mobs (so it's a completely safe zone).
13) You can start fishing pools.
14) While travelling through the glacier, you'll find a big elevator in a subzone called Elevator Lift.
15) Take the elevator and run until you arrive to New Agamand (there are a few aggressive mobs, so be careful).
16) Activate the Flying Master and set your Hearthstone there (this way if you have to leave you can come back faster).
17) Go back to the glacier and start fishing pools of fish.
18) Fish your very own Sea Turtle!
Tips:
-Remember to keep casting Water Trot.
-You only need a Fishing Skill of 1 to get the turtle.
-Find fish is useful, but not necessary (I didn't have it when I was fishing).
-Don't rush the grind or you'll burn out. Better do many short grinds than a very long one.
