91 world PVP

Hello,
I bough WoD 2 days ago (late, I know) and made lvl 91 twink, cos I read somewhere than 91 is better than 99 for world PVP. But, when I wanted to wPVP, I could not find any horde. I explored whole WoD horde starting zone and found only 1 lvl 100 horde and like 20 allies. I also explored gorgrond and did not find any horde as well.
So, I wanna ask, where I can find horde for wPVP? Or do I need to lvl to 99 and they will start showing?

EDIT: I am on Ravencrest (EU), but it should not matter, cos of cross realm zones.
