59 BiS gems?

The other day I saw a 59 hunter, the same as me, but he was stacked with +5 agi +5 crit gems. Every gem I have been able to find in hours of research are +3 +3 versions. Is there something im missing, do I need to be a JC and obtain a unique gem cut schematic?

If you're alliance, go to the PVP vendors in Old Town, Stormwind.
If you're Horde, go to the PVP vendors in Valley of Strength, Orgrimmar.

Both factions have a PVP vendor (I believe it is the accessories merchant) who sells the 5/5 gems.
