When I enchanted my cloak with binding of versatility I get +1 vers and 2% speed, everyone else is +5, what am I doing wrong? Same with the off-hand, mine is +4, everyone else’s is +20 like wtf am I doing wrong? Is it just the armory glitching like always, or am I just missing something?

It's the armory showing original values of those enchants, the values you report to have is what everyone 'actually' has as it is scaled to level.
