RACES.
When choosing a race for the passive/usable abilities, take in to consideration personal play-style, the needs of the bracket, and how cool you will look.

That last part is important.


HORDE.

Pandaren:
  • [Epicurean] - Maximum of +12 stamina from food buffs to replace Rumsey Rum Black Labels.
  • [Quaking Palm] - Great when a melee gets too close, and you need some time to back up.

Goblin:
  • [Rocket Barrage] - Great when paired with Explosive Shot, or Arcane Shot. Averages around 100 dmg

Orc:
  • [Blood Fury] - 15 seconds attack power increase, great when bursting down an EFC.
  • [Hardiness] - Keeps you stunned less, extremely useful against warriors and rogues.

Troll:
  • [Regeneration] - Practically useless, should have food with you.

Tauren:
  • [Endurance] - Minor health increase. Tauren is the best horde race for max HP.
  • [War Stomp] - Great when you're surrounded by little melee people.

Forsaken:
  • [Will of the Forsaken] - Great for removing fears, although it shares a cooldown with any PvP trinkets.
  • [Cannibalize] - Now that bandages have been rendered practically useless, this will become a valuable ability by hunters, as we have no healing abilities at 19.

Blood Elves:
  • [Arcane Torrent] - Excellent for silencing healers in melee range, or gaining a bit of focus.


ALLIANCE.

Pandaren:
  • [Epicurean] - Maximum of +12 stamina from food buffs to replace Rumsey Rum Black Labels.
  • [Quaking Palm] - Great when a melee gets too close, and you need some time to back up but don't want to waste Scatter Shot or Disengage.

Worgen
  • [Darkflight] - Great for getting out of tight places, or catching up to the EFC to fire of a Concussive Shot.
  • [Viciousness] - Buff to critical hit, proves very useful with hunters.
  • [Aberration] - Like the Blood Elf, worgens prove to be resistant against casters and other hunters.
  • [Flayer] - Will help when leveling skinning in order to get the extra +9 Crit.
  • [Two Forms] - Purely cosmetic. Useless, but cool.
  • [Running Wild] - Not available at level 19.

Draenei:

Night Elf:
  • Shadowmeld - Makes for a quick getaway, or, if strategically used, can be used to distract a target.
  • Elusiveness - Only really useful with Shadowmeld, here. Great for rogues, though.
  • Quickness - Useful against many horde players who have yet to become expertise-capped.
  • Wisp Spirit - Useful when returning to your body in a strategic location.
  • Nature Resistance - Superb resistance against Druids, Shamans, etc.

Dwarf:
  • [Stoneform] - Great for when you're in trouble, though, as a hunter, you should be staying out of range of most trouble.
  • [Crack Shot] - Great advantage for hunters, although not one I would consider game-changing.

Pandaren:

id personally use a human hunter overall just because of the racial now everyman for himself, and also because that will allow you to be able to farm up to 2 trinkets like lets say to of the haste heirlooms
