111 twink vs 119 for wpvp

As title, which would be better for wpvp if im wanting to be haste stacking fire mage to pump g-pyro to kill 120s

edit: or 110 is up for debate as well

Hitting (as in not) a level 120 as a caster at 110-111 is probably going to ruin your experience.

At 119 your haste is going to be pathetically low.... but you'll land casts easily. Pros and cons.

I don't know where the "scaling" supposedly comes in, but after they nerfed it I never saw it.
