If you are referring to 30s, no. When you are in Chromie Time, the ilvl shown in the adventure guide for raids is wrong. Highest ilvl at 30s is 115, full stop.

I can't say for sure, but I think the values for the doublets were increased after SL launch but it only applied to the doublets themselves, not the stat gems. While the tooltip is misleading, I think it's kinda cool design to have the doublets give a third more effect than the plain stat gems.

Frost- and Shadow Oils now can be applied to weapons. Unfortunately, the shadow bolt from the latter did 1 damage to the dummy.

Yes, additionally these dungeon quests reward anima. Which is odd, because you can't use it without picking a covenant. I am currently levelling through SL (on a 30 though) to check whether covenants are now available. P.S.: So far I detest every step of the way questing through this hellhole...

Update: That's it. I reproduced it on my lvl 40 as seen here: (Edit: The dungeon also dropped ilvl 89/115 (yay, epic ring dropped) gear for me, which is equivalent to lvl 30, while I am 40)
