Hello, Havent played in a long time and decided to play bfa some while I wait on classic. Was wondering with the way quest gear upgrades now is it best to lvl by grinding/dungeons and save quests to do at max lvl for most epic upgrade chances?

I’m interested in this. Right now I plan to make a Twink at each bracket but haven’t decided on classes. I typically make a priest for 19s.
