Wait a second, there are ranked arena for twinks ?:O Does it only work on 60, 70, etc, or are there brackets for 59 and such?

so as a lvl80 twink I get to use a lot of raid gear? but wouldn't I have a major disadvantage as 80 in the 80-89 bracket? Also, how is the 70 bracket, more nostalgia in it for me with 60 and 70 raid gear :P So if I make a 60 rogue, thunderfury would be bis? and what about the warglaives? :-)...
