Does anyone know if you can proc the HOA quest from doing tortollan scrolls?

Assas seems like the better spec to me, with poison knife the slow isn't really needed because of the elemental force procs, both specs are def viable but from the bgs I have played as Assas it seems like that spec comes out on top and it's honestly more fun to play vs outlaw.

Would searing blade with elemental force be better for fury? mark and force proc off the chance on hit effect dot and instant damage. I have played a few bgs with 2 executioner's sword and 2 searing I was getting better results with searing vs executioner's with crusader
