Yes every quest until MOP i believe can upgrade items. Just not sure about these starting zones mentioned, because they follow sligthly other rules -> can't que or port out etc. Still waiting for someone to say he got an upgrade in one of these starter zones

u see green when accepting and turning in the quest. If it upgrades you get a achievement-like massage popping up. For visual reference check out the -8.1.5 quest item upgrade bragging thread :D

I made a worgen and got not a single upgrade in the quest line. Did someone got an 8.1.5 item upgrade (even if its green -> blue) in 1) Worgen/Goblin/Panda starting zone 2) Draenei/Blood Elf starting zone let us know thanks :)
