Why must of twinks I see in armory are 25-30 ? Aint level caped at 20 anymore ?

Hi, is there any dcecent guide for demon hunter lvl 20 twink ? I used to play wow alot, but stopped after shadowlands release. Just created new DH, if im correct my lvl will automaticly cap at 20 ? Also seen some guides with people using artifact weapons on twinks, how to obntain them ? Cheers...

Does ilvl matters now ? I have equipped two rings 60 ilvl instead of two with 33ilvl and nothing really happen with my stats on bg. Also with enchants, stats havent changed. Last thing is this flower offhand on 70 ilvl, it gives me nothing on my hunter when I get it in my bag. I hate this new...
