From what I recall, both were added in Wrath, with Faction Changes actually occurring prior to Race.

So, as I understand it then (and let's assume TBC is a smooth transition from Classic for this hypothetical), if one intends to make either a Draenei or Blood Elf and use Serpent Shoulders, they will NOT be able to have an enchanted pair (unless WoTLK becomes a thing and race changes happen)...

I'm not 100% sure, I think earlier I was sitting at about 220k or so on a target dummy, but I cant honestly say I've tested it. I'll be sure to do it once I get the chance.

I didn't spend that much in all honesty... OCE prices are pretty fair. I also do it because, well, I enjoy the class and find it quite fun. Also, what other players decide to spend their gold on really shouldn't bother you. I could ask other people "Why play the same classes as everyone else?"...

I would have probably gone for FDK without hesitation had I not already gone and acquired the Blood Artifact in early Legion after getting annihilated in World PvP by a BDK on my main. Unfortunately, I can't justify the time (or alternative cost) expense in doubling-up on near-maxed level toons...

Mastery physically isn't usable until you unlock the passive spell at level 78 which, basically, enables the stat & the effect specific to the class. Prior to 78, it's useless.
