It's all speculation at this point but yes. You could make 19's or 20's and get them in full BiS gear, typically not obtainable by pure F2P's, and then let your sub lapse and play for free.

Not sure I agree. The majority of people in XP-ON are better or at least similarly geared to F2P's. Less time on gear spent obviously, but almost everyone runs with full heirlooms and high end enchants. Lots will also grab some quick dungeon blues and go get the WSG/AB gear when they can.
