Close to BiS, but not quite. You could actually swap the gems in your cloak and ring and gain 3 stamina, the cloak's socket bonus doesn't actually provide any stats as can be seen on armory. (I know it shows otherwise in-game, but it's actually lying there.)

It's normal mission, shipyards has nothing to do with these. And perhaps you, like many others just didn't realize that they just got a rare mission because the reward might not feel that ..rewarding.

As far as I know blues haven't said a thing about this so you all just have to take my word for this. Trying it out yourselves would be the only way to actually convince you all I suppose.

The patch made the difference. There it no rng involved in WHEN you get one of the rare missions, only rng is WHICH mission you get. The rare missions are on an exact 1 week cooldown. That is why the amount of rare missions' items being sold is higher on Tue/Wed that any other day of the week.

Despite what everybody are telling you here the missions do infact require your character being 675 or more, I was just below that on my hunter and paladin and I received the missions the minute I reached the said ilvl on both characters.

You won't be able to loot it, it was exploited on a large scale by looting it in a raid group and that somehow cause people to get infinite amounts of tickets. This was Blizzards way of fixing it, just making it not lootable.

The head enchant is leg enchant these days so that's surely gonna drop the value by quite a bit.
