I don't have any reason to believe they're lying about it, especially since it's not the first time EU queues have been bugged like this. The trouble getting back to back games is weird - it'd be pretty surprising if there weren't enough people queued right after a game ends.

Did you read the thread you posted in? The problem is that games aren't popping for them with enough people in queue. Also @Jva, I think https://twitter.com/ckaleiki is the main PvP dev now. Probably another good person to tweet at.

US 19s have been working great. When enough people are queued, games pop (give or take a couple for the healer balancing it does). Games always pop consecutively once they get going, and there are multiple up pretty often. Looks like there's something wrong if that's not happening in EU. The...

Yup, like they said - once the account has been subbed you'll never gain banked XP. As long as you didn't have any beforehand, you're good to go. If you did start with a f2p that already had banked XP though, here's a post from the other day with some more info:

It can be either level 15/ilevel 23, level 18/ilevel 23, or level 20/ilevel 28 (and higher). The level 18 version is the old unscaled one, you can still find it pretty easily farming world chests. The level 15 and 20 versions are the new scaled ones. World drop boes scale to every 5 levels...

Best way to avoid any banked XP shenanigans is starting with a paid account. Just pick up a month of gametime, gear up your 20s with locked XP and then turn their XP on before your gametime runs out. Once the account has been subbed, characters will never gain banked XP again.

Locking XP doesn't eliminate banked levels, just prevents them from being cashed in and leveling you. If you turn your XP on while you're still subbed, you'll level. You can lock your XP without a sub, but you can't turn it back on. So if you have banked levels, you need to lock XP before you...
