Perhaps, I miss read the thing about combat potency, it seems to be a baseline 35% increase. That being the case using double Darkwater talwar, would probably be BiS.

Darkwater talwar, dagger OH for faster Energy regen, get defending champion instead of mark of tyr, use heirloom neck with mark of satyr and last engineering head, then you'd be BiS.
