Link a level 20 (or similar) with those reps or stop playing dumb. There's quite a bit of a difference between getting reps at 20 and getting them at level 100, 90 or whatever was the max level when you got the achie.

The npc that sells the tabard is phased without the quest chain. There was a bug with realm hopping that let you talk to him but it worked only for a short time.

Good point about the sub 100 characters. I forgot that 71+/81+ toons can start the bonus quest too. Either way it's still a significant currency investment that takes months to complete unless you cheese it by running the dungeons on a ridiculous number of alts.

People like to demonize the Outland rep grind. Sure it is a grind but you can share the farming process with up to 4-5 other people and they all get the reps with the same keys. To max out ONE rep with the tokens you need 4000ish timewarped badges which is almost as much as a mount costs. It...

You can do that in 90-99 and 29s cannot go above the scaling threshold like 99s can. The current state of 20-29 owes more to a certain broken class (and another one with guard) than it does to p2ps being overpowered. Especially now that felmouth frenzy is out of the equation.
