Zaralek scales down to 10 for everyone now, so you can do those reps on a F2P. You won’t have WQs and stuff unlocked, but the small questchain I mentioned works for F2P with no unlocks.

I think we can only get 425 rep with them by clicking / talking to some things in Khaz Algar, I didn't get more rep when I tried later on an alt. Just do the daily quests down by Glimmerogg, might require Renwon 7 with Loamm Niffen to unlock, not 100% sure. If you go down to Glimmerogg there...
