It is about the fact that people aren't playing max level content. I highly doubt blizzard cares about people leveling faster, but what they do care about is looking at their metrics and seeing that people would rather run old content on XP locked chars than play their garbage 120 content.

Removing it is the correct option, as there are likely people at 120 who effectively got months worth of AP in 30 minutes. Losing a few levels on your neck as a 110 is barely any stat difference anyways, where as for the 120s it is going to be impacting azerite trait unlocks in the next raid...

Appears to have been unintentional, as I'm seeing that there were people who were getting them every run and racking up hundreds of thousands of AP prior to a hotfix of some sort. I figured was just some minuscule chance and I got lucky.
