Leaving this here. Just filter the 20 or so green/blue horde only quest items in Wowhead and check which of the sets can be upgraded with them, as those are all Ally lists. Updated my previous quote with a max spirit set, on request of a couple of members.

The lists is too random to specify, just list me the sets you want with the items you think they should include and I will let you know if there is a better option. But screw everything agi related is a good start.
