You might be right about the plate legs, the leather shoulder set drops off of a spawned mob from the boss only on Heroic, not sure if the loot...
Hate to tell you but you can't get the 4 piece set at 15 or 20 for that matter. Some if not half of those drop off heroic mobs or heroic dungeons...
IMHO they only work for lower levels. The added armor and stamina help me tank and with mongoose on both weapons it makes up for any loss of DPS....
Claws of the Watcher come from the first boss in Auchenai Crypts (15-30), which is one of the reasons I didn't mind twinking a level 15 DH.

Old news, they fixed that a while ago with the XP off debuff. So boosting is not the reason for this new change.
