The only things I would change about your rogue is the belt xmog :p and using a different leg enchant. I believe the lowest skill level one gives 1 more agility than the one you currently using. I believe the skill level is 375. At least that's how it is in the 20s bracket.
 
I am using the right one it gives 4/3 which the other ne give 3/2

The 10 armor from the set bonus is bonus armor, which means it doesn't work for any non-tank specs. The 10 armor bonus doesn't work.

The only reason to use defias boots is if you are aiming for the 3 set bonus of 5 arcane resist (which does work), in that case you should use defias legs.
 
I use the boots it does give me 10 more armor then if i am using feet of the lynx
 
nvm you are eight i just checked they must have changed it because a month ago i was at 80 armor instead of 70
 
it gave me extra 10 armor in 6.1 must have changed in 6.2

Actually, because defias legs are bis for max agi, (sometimes you go on efc w/ max agi when you just need to global him, very rare but it happens) you will get the arcane resistance. Also, until 6.2 it did give you 10 armor, and i'm pretty sure that you still get the 10 armor benefit, but it might be hidden.
