Question about the state of pvp in the bracket.

Was looking to roll a new 60 and I've found that to compete with the Dps alone of BA stackers I have to roll 69 (even then I have some doubts that a 69 of any dps spec could consistently beat BA stacking wars). So my question is for a new twink should I go 69 or just roll a 60, hoping (most likely in vain, blizz doesn't like twinks) that bonus armor is somehow fixed soon? If I roll 60 and BA stays, can I even be useful in pvp alongside BA stackers on say an fdruid or Mm hunter?

Tbh, unless you're on a realm with a large twink community + proactive people, you're not even going to be in the situation where this stuff matters.
Are you talking about PvP or PvE, because if it's the former - GL. The only kind of PvP you get reliably these days is WPvP, which is great, but it kinda makes your question redundant.
Can't really speak for PvE myself.

Was thinking that but I don't see any disc priests in skirms at all, just assumed they weren't the best at 60.

they are alright

I can confirm that disc's are op as F in 60´s.. they do not compare to the sickness of BA stackers but anything less than a rogue warr or warr warr will have a terrible time killing me.
