Darkmoon Faire is the only way right now. You can do it on multiple toons, so it's possible to get multiple items in 1 darkmoon faire, if you just stick to the farming. There's a guide in the F2P twink section I think, or check wowhead for farming it as high lvl.

Since darkmoon faire is up now that is exactly what I am doing right now hence my shoulders are still honor ones.
