Rated arenas available in WoD?

So i've heard some talk about rated arenas not being available for player below max level (level 100) in WoD. Can anyone confirm this with some sort of official notes?

rly sad... however we have skirmish arena (for all lvl) , not be the best but is still something..
We can arrange homemade tournaments, or something like that..

Not for all levels, 20+

Skirmish arenas are going to be better than having no arenas at all. I heard the reason they are removing rated from anything below max level is because of the 70 bracket and the amount of win trading that goes on in it. Not sure if that's actually the case or not though.

The disabled achievement suggestion is good I think. If 70's and 80's only have skirmishes I bet activity will almost die out

Too sad, I really wanted to do some 85 arenas.

So any reason for not leveling to 86 to get better scalling of mop enchants? I mean, if we will only be able to do BGs....
