Yes. I've had the same issue before. It's all RNG though. It might have a chance to drop more often but the chance is the same every time the dungeon spawns. Bad luck.

It dropped yesterday while I was levelling on my p2p druid Bisonshifts.

It's Soulbound unless the player was in the dungeon with you and it hasn't been 2 hours of playtime since obtaining them.

I geared up two mages, one that I haven't gotten around to finishing off yet. For my first mage I got the bracers on my first run. For the second mage, it took 8 runs. I think you're just having bad luck.

I've done about 25 runs in the last few days and probably saw it drop 15-18 times. Just my 2 cents... and the sad thing is that I have had 9 int ring drop 5-6 times while I am trying to farm 2 eagle ring for my priest's disc set. I don't need +9 int rings!!!
