You know, you can look at it the other way as well. I question whether Curley is regularly bursting enemies below 30hp, or however much extra burst 9str grants, before they get healed.

I don't really understand what you are questioning. Nobody said 9AP/str affects only the initial 'extra burst', it obviously increases overall DPS, if only slightly. The only reason I mention burst is because as a rogue it's more important to maximise damage compared to survivability, esp if you have a healer. If you are attacking EFC, and at no point during combat do you drop below ~90HP, then that 9 stamina is a wasted stat, and you are simply forfeiting 9AP. Nobody is best in slot until they gain every single gear piece, and utilize them for every given situation.
I don't even know why i'm going into this, I don't care for BIS at all. This is the 20-24 bracket, you can play a semi naked toon and still do comparatively well.

Conversely, if the enemy never goes below 20hp or whatever without dying, then the 9ap is a wasted stat.

Okay i guess people ITT are confusing very different forms of BiS:
Premade BiS= Maximizing Burst Potential with no regard for anything else but that
PuG BiS (or solo queue BiS)= Maximizing Damage while still maintain survivability
My rogue in my Sig has Herbing Max and Engineering Maxed i feel that these are the best professions to have as a rogue for PuG/ premades in that Engineering provides many cool items to use such as Bombs,extra head sets(the items listed are usually banned in premades) and Parachute cloak. As for specializing i suggest Gnome engineering due to the fact the speed boots do not blow up (the speed boots are almost required since rogues no longer have sprint.)
As for herbing the heal and haste buff is too much to pass up as a rogue.
As for Gear you can look at mine and change gloves to toughened gloves then try to grab yourself petrospill or BoA pants for PuG games (the pants my rogue has are not BiS as since i have not gotten lucky with Petrospill and i am not going to log on for a while so i can't get BoA legs.) And the belt i am weaing is not BiS but apart of my stamina set the belt that is BiS is of course the satchel one. You may want to go over hit cap a little bit since you will be fighting Night Elves and they get a 1% extra miss chance.
The for rings just hope you get some agility from gnomer or you can get the heavy silver rings (+8 agility or +5/5 agi stam) as since they are close to BiS. Although the rings i have are great to have.
Now for choosing a race if you plan on Premading Blood Elf is the race you want to be. If you want to just PuG go with what ever race you want since it your Rogue and you want to have fun.
As far as spec goes/ weapons if you go Sub you would want Nightstalker for stronger ambushes then use Outlaw Sabre or Venerable w/ dagger offhand(white hit crits can go form 200-300). If you go assassination i would use Bangalash and a Scarlet Kris then for talent perhaps shadow focus. If you do use Pryium weapon chain you can ditch much of the items with hit rating and replace them with equivalents that give more agility or stamina.

It's not wasted in that situation though, because if you didn't have the extra 9AP in the first place then you would do even less damage, it's only wasted if you are CC'd and cannot make use of the stat, or drop below the ~90HP mark without heals.
I'm not arguing which is better btw, but trying to show the benefits of each. One is offensive, the other is defensive. Overall, If you're aiming for a complete Best in Slot gear set for rogue, then Agi cuffs + 9str shouldn't be overlooked.

I could play a 24 rogue and own with my eyes closed. Requires no skill. A few Focus Macro's, Sap spam and some LOS... Apart from that it's one of the easiest classes to play in this bracket.

you can do well on a 24 arcane mage by only using blast and barrage and completly ignoring every other button.

Every time I get online and see Akløve in a BG I check guild professions to see if he is running as a level 1 blacksmith. I also have a second account that is not on anyone's real ID, and have at time ended up in the same BG on the same team with Akløve and examined his gear. Again, I've never seen him gemming since he became a member of Sua Sponte.
I would love to see the screenshot of Akløve with blacksmithing as a prof IF YOU HAVE ONE. If you have ACTUAL EVIDENCE then let's see it. If you don't have any evidence to back up your accusations, then you're just blowing hot air.
