ok no class has brutal legs as bis. The sunwell weps with slots are many times bis, depending on class. Same with the hands, for the slots. Than comes the tier feet belt and wrist, that all depends on the class and playstyle. Than trinkets, u got the eng trink, sunwell trinks, and various bt trinks that all have bis in certain situations. You cannot slap on full brutal and be 90% bis.
You didn't answer my question. I asked you how Sunwell/BT gear achieves more than 11% over full brutal.
Let's start with the legs. Yes, Sunwell is always BiS over brutal. But by how much?

To compare these two pieces, think of the stats in terms of sockets i.e. wrath gems, to determine the total value of both.
3.1s agi, 2.7 stam, 1.6s crit, 1.6s hit, +3s = 12 sockets' worth of stats for the Sunwell legs
2s agi, 2.9s stam, 2s resil, 1.5s crit, 0.6s haste, 0.8s set bonus, 0.9 hit = 10.7 sockets' worth of stats for the brutal legs.
10.7/12 = 89% i.e. the brutal legs are 89% BiS, the Sunwell legs. And that's for the one of the better slots! Let's look at another slot.

1s stam, 1.7s ap, 1.6 crit, 1.2 haste = 5.5 socketss worth of stats for the Sunwell ring.
1.5s agi, 2.2s stam, 1.4s haste = 5.1 sockets' worth of stats for the crafted ring.
1.2s stam, 1.1s resil, 1.3s agi, 1.5s crit, .4s haste = 5.5 sockets' worth of stats for the brutal ring.
5.5/5.5 = 100%. That's a dead heat. Tied for 100% BiS. How about a third example?

2.3s agi, 2s stam, 1.5s crit, 1.1s haste, +2s = 8.9 sockets' worth of stats for the crafted gloves

7.3/8.9 = 82% i.e. the brutal hands are 82% of BiS, the crafted hands.
Now, let's put it all together:
(10.7 + 5.5 + 7.3) / (12 + 5.5 + 8.9)
23.5 / 26.4 = 89% overall of BiS
Now, like you said, certain stats will be better for certain situations. Certain gear locks you into using certain stats, which we could argue either way. But overall, the stats difference on three pieces so far makes the brutal set 89% BiS. Given that I included the legs and gloves (two of the stronger PvE pieces) in this comparison, how do you think the rest of this will play out?
Are Sunwell, BT, and crafted pieces BiS? Certainly. "Many times" Bis? So far, the math says no.
My point is, stop acting like BiS is so much stronger than full brutal at 70 unless you can back it up with numbers. Too often people get obsessed with BiS gear, and while I respect anyone who takes the time and effort to get BiS, I take serious issue with you calling someone out for not knowing what they're talking about when you haven't done the numbers yourself.
