are these items Usable in arena's?

AGM yes, but I am not sure about the cloaking device. I know they disabled certain engineering items ie bombs and rocket boots. However they do allow other tinkers like tazik and deathrays. You would have to test it out.

This. I believe that anything over a 15 minute cooldown is unusable in arenas.
