You are better off making a character first on your own using the following tools:
- chardev
- wowhead: use the different filters to find gear
Right now, you are basically asking for a 39 feral guide, which would take a lot of time and effort on the commentator's behalf. If you give a chardev of your character, tips and advice can be given.

Jackhammer is a rare dungeon drop from Uldaman. It is obtainable.
If you cannot get a jackhammer, then the next best item is Shen'dralar Trident with mongoose enchanted on it.
Repurposed Lava Dredger is no where near BiS for a level 39 twink feral druid.

goose seems to be the favored enchant, and its nice but has anyone tried +7 wep dmg?
i would argue about talents too, i dont value fury swipes that much, i consider putting points to king of the jungle more appealing- on demand burst vs rng proc with an internal cd
