Blizzard detected the fun a 61-69 twink would have during early development of DF. They made sure DF released without the ability for a player to choose to have such a possibly fun playstyle. Come back in 2 years when chromie times gobbles up DF and makes it 10 level req.

blizzard did same thing in SL, they blocked XP turning off xp and gear from quest and dungeons pretty much stopped around 56-57. blizzard did not have level 51 equipable epic BOEs with max level power like in legion-101/BFA-111. twinking was at 50 using a BFA capped account. when a new expac rolls and blizzard expands the basic game as mentioned above you would need a SL capped account. this was all to fix a problem blizzard actually caused

blizzard with scaling in Legion had max level quality BOEs that were equipable by 101's and in BFA the same fiasco with 111's. blizzard nerfed 111's into BFA. took like 3+ years to see how stupid it was for not just level 110-120 boosting, due to scaling some could blow up a max player in WPVP (pre-corruption), was funny both expacs max level players spamming trade to get carried in dailies, islands etc.

do capped twinking is a temp thing, but with all the changes blizz has made, even low level twinking has become a temp thing too.
