Honorable kill squish?

I've been trying to get The Bloodthirsty title for a few years now, recently came back to wow and started twinking again. I've noticed that on my level 29, I don't gain more than 5-12 honorable kills per battleground, however if I log on my level 60, I get 60 honorable kills in a game easily. Has there been a squish or has the system changed somehow?

You dont get HKs for killing 20s

Oh so a level 20 twink will get a lot more hks in bgs?

Yes but just pvp @ 60 if you're trying to farm hks specifically, twinking isn't worth the time.
