I would 100% treat tooltips as placeholders for the moment. for instance, i got a little over my skis seeing a tooltip for purge that said "req level 10" but purge is actually in the class tree below the 8 point threshold.

So... we're in the "dont trust the tooltips" phase of the Alpha
 
So uh. According to the DF calculator Starsurge has a cast time in all specs, even balance.

can anyone confirm that at least in balance it’s still instant cast.

Tooltips are still SL versions afaik.

A quick FYI for those interested, chromie time isn't yet enabled for level 60s on the alpha, despite the level cap being raised. All zones also remain at their current SL level ranges, so testability of potential new low level stuff (beyond talent trees) is limited. I'd expect we won't start seeing level scaling stuff until they finish testing the new zones.

Bruh don't get hang up on the tooltips. It's going to be exactly the same as it is now. Balance has 30 astral power cost starsurge and instant cast. All non-balance druids don't use astral power. If you take balance affinity in SL your starsurge is a 2 second cast on a 10 second cd. Astral power doesn't exist for non-balance druids. They get 2 charges of wrath and starfire and after casting 2 you proc a eclipse.

The base spells appear to be the same regardless of spec. Your spec spellbook pages fill up only as you take abilities in the specs tree. So... theyre all the same! Lucky you guys.
